World leaders and government ministers are deliberating in Bali over the final text of a UN climate declaration. The document calls on rich nations to reduce their emissions by 25 to 40 per cent by 2020. But Japan, Australia, Canada and the US have been accused of stalling by refusing to agree to cut short term emissions. Ten years after the Kyoto Protocol was set up and two years after it came into force, Australia has finally joined the Kyoto club. The new Labor government is now under pressure to act quickly in other climate policy areas. The new Australian Prime Minister Kevin Rudd says he's getting advice from the public service on how quickly Australia can ratify the Kyoto Protocol on climate change. Mr Rudd says the ratification will be one of the first breaks with the international policy of the Coalition government he defeated in Saturday's election.
